Depuis plus de 50 ans il est un travailleur culturel en musique traditionnelle. Il a travaillé à soutenir le développement culturel en valorisation du patrimoine vivant pour le secteur des musiques traditionnelle,  folk et du monde.

C’est, en autres, à travers les vingt-huit éditions du Festival La Grande Rencontre, où il a travaillé à programmer et à faire connaître les productions des groupes de musique d’ici et d’ailleurs, ainsi que des porteurs de traditions. Pendant toutes ces années, il a mis de côté sa propre carrière, pour privilégier  le développement culturel collectif.

Il a commencé sa quête sur les musiques traditionnelles en 1973 dans la foulée du premier festival de musique traditionnelle organisé au Gesù par André Gladu, comprenant alors que cette musique venait de changer sa vie. Il a  donc commencé un travail de recherche et de collecte du répertoire des musiques traditionnelles au Québec.

Il a maintenant l'intention comme ces personnes qu’il a rencontré dans les différents âges de sa vie, de devenir comme elles et eux, un porteur de tradition à ses 75 ans. Il est maintenant prêt pour la transmission de son patrimoine musical à l'accordéon, à l'harmonica et en chanson avec des artistes qui ont été des collaborateurs et des collaboratrices dans les dernières décennies. »

Né à Montréal en 1946, dans le quartier Villeray, Gilles Garand travaille à la culture dès la fin des années 1960, notamment au Musée d’Art contemporain, à la Guilde graphique et comme sculpteur autodidacte. Au début des années 1970, il participe à la recherche du livre 

Born in Montreal in 1946, in the Villeray district, Gilles Garand has been working in culture since the late 1960s, notably at the Musée d'Art contemporain, the Guilde graphique and as a self-taught sculptor. In the early 1970s, he participated in the research of the book Les Patenteux du Québec, he founded the music group Les Ruines Babines and played in festivals in Quebec, Acadia and Louisiana in the footsteps of tradition bearers. Musician and activist, he has been involved in cultural, heritage, solidarity and intercultural development since March 28, 1978.

 Il a travaillé pendant 20 ans comme conseiller syndical à la Confédération des Syndicats Nationaux (CSN), en y créant notamment des chansons de solidarités liées aux conditions de vie et de travail des milieux populaires et ouvriers.

He worked for 20 years as a union advisor at the Confédération des Syndicats Nationaux (CSN), creating solidarity songs related to the living and working conditions of popular and working-class circles. 

Organisateur et homme d’action, président de Folquébec, il participe depuis 23 ans aux missions culturelles internationales, Le Folk Alliance International, aux États-Unis, le WOMEX, en Europe, le Showcase Scotland, en Écosse, le APAP à New York, et le FMO au Canada.

Il est notamment comme directeur artistique, responsable de l’organisation des « Showcases » de Folquébec qui ont présenté plus d’une soixantaine de groupes dans ces marchés, notamment : Les Charbonniers de l’Enfer, Élage Diouf, Le Bébert Orchestra, de Temps Antan, Genticorum, La Bottine Souriante, Michel Jerome Brown, Joaquin Diaz, Le Vent du Nord, Les Grands Hurleurs, Mélisande [électrotrad] et bien d’autres.

As artistic director, he is responsible for the organization of Folquébec's "Showcases" which have presented more than sixty groups in these markets, including: Les Charbonniers de l'Enfer, Élage Diouf, Le Bébert Orchestra, de Temps Antan, Genticorum, La Bottine Souriante, Michel Jerome Brown, Joaquin Diaz, Le Vent du Nord, Les Grands Hurleurs, Mélisande [electrotrad]  and many more.

Il présida ESPACETRAD/ SPDTQ (Société pour la promotion de la danse traditionnelle québécoise) de 1993 à 2020 et a créer et inscrit le festival La Grande Rencontre dans le paysage culturel du Québec.
